U.S. Secretary of State Rex Tillerson will meet Canadian cabinet members during a visit to Ottawa next week where he will discuss a variety of worldwide issues including the North Korea nuclear crisis.

Tensions have been on the rise on the Korean Peninsula in recent months as Pyongyang keeps pursuing its nuclear program and missile testing, despite global sanctions and condemnation, while the U.S. and its allies intensify drills near North Korea's borders.

Tillerson raised eyebrows with his comment at a think tank event on Tuesday that Washington is "ready to talk anytime North Korea would like to talk, and we're ready to have the first meeting without precondition".

North Korea has conducted more than 20 ballistic missile tests during 2017 and its most powerful nuclear explosion to date.

Mr Tillerson had planned to reiterate his call at a special United Nations ministerial meeting on North Korea at the council on Friday. For the third time in recent months, reports emerged from White House sources that Trump was thinking of canning Tillerson, who appeared publicly at odds again with the White House line on North Korea. He reasserted the US vow to use "all necessary measures" to defend against Kim's efforts to flawless nuclear-armed missiles that can hit the American mainland. US President Donald Trump has repeatedly warned of a military scenario for North Korea, and recently included the country on the list of state sponsors of terrorism, paving the way for more sanctions.

The President said that as two major countries of the world, expansion of cooperation bilaterally as well as regionally was in their mutual interest.

"Continuing to allow North Korean laborers to toil in slave-like conditions in Russian Federation in exchange for wages used to fund nuclear weapons programs calls into question Russia's dedication as a partner for peace", he added. Before his Tuesday remarks, the USA had called for a suspension of nuclear and missile testing and demonstration of North Korea's sincerity about denuclearization.

Wu also urged Washington to tone down its belligerent rhetoric, saying "there is no military option when it comes to the settlement of the nuclear issue of the Korean Peninsula", he said.

United Nations Secretary General Antonio Guterres also addressed the North Korea question on Friday, telling the Security Council it was time to immediately re-establish and strengthen communication channels with North Korea, including inter-Korean and military-to-military channels, to reduce the risk of a misunderstanding escalating into conflict.
