Trump administration sending Congress $4.1 trillion budget

The Senate's No. 2 Republican, John Cornyn of Texas, said the Trump plan joins a tradition of White House budgets that are "basically dead on arrival". It will be officially released on Tuesday.

But the Trump budget assumes the House bill - with its more than $800 billion in cuts to Medicaid - will be passed into law wholesale. Those cuts follow a partial plan from March that targeted domestic agency operations and foreign aid that were quickly dismissed by lawmakers.

"The president is essentially abandoning many people the economy has left behind - a large number of whom voted for him - and is pursuing policies that would make their lives more hard than they already are", said Robert Greenstein, president of the left-leaning Center on Budget and Policy Priorities. The Congressional Budget Office estimates that over 10 million people would be cut off of Medicaid as a result of the cuts made by the AHCA, the Republican health care bill Mr. Trump championed.

He says the budget proposal from Republican President Trump's budget director shows a "lack of compassion" for the most vulnerable Americans in every state.

Additionally, Trump's proposal adds one-quarter of a trillion dollars of cuts over ten years to low-income assistance programs, such as food stamps; the food program for women, infants and children, WIC; health insurance for low-income children, known as S-CHIP; and welfare, or TANF.

Trump would keep campaign pledges to leave core Medicare and Social Security benefits for the elderly alone but that translated into even deeper cuts in programs for the poor such as Medicaid and food stamps. His cuts to domestic agencies budgets approved by lawmakers each year would be redirected to the Pentagon.

Trump has promised a wall on the southern USA border that Mexico will eventually pay for, and the budget includes $2.6 billion in 2018 - $1.6 billion for "new and replacement border wall" in certain locations and about $1 billion for other items including aircraft, equipment and surveillance technology to deter illegal activity.

The proposal would reduce Medicaid spending to a total of $4.7 trillion over 10 years instead of a projected total of $5.3 trillion.

The plan would cut by more than $72 billion the disability benefits upon which millions of Americans rely. The proposal also includes big cuts in Social Security's disability program.
