The decision, first reported by the Washington Post, was condemned by Mr Sterling's "heartbroken" family. The U.S. Justice Department has decided not to charge two white Baton Rouge police officers in the death of Sterling, whose death was captured on cell phone video, fueling protests in Louisiana's capital and beyond. Both officers were placed on administrative leave past year.

Sterling was one of 1,092 people killed by the police during 2016 - 22 of them in Louisiana alone.

Sterling's death came one day before Philando Castile was shot and killed by police in St. Paul Minnesota.

This lack of communication has been criticised by Baton Rouge's Democratic Congressman Cedric Richmond in a letter to Attorney General Jeff Sessions.

Sterling was shot and killed by police while selling CDs outside a convenience store.
